This is my take on how the
State of Florida Commission on Ethics
really works
She was very generous with her time. She took over an hour out of her day to explain to me how her Commission really works. She was very informative, but extremely unhelpful and had absolutely no clue of who can help me with FDACS destroying evidence, FDACS allowing a tech to change his affidavit (while ignoring the soil test results showing he lied), a pesticide inspector coaching my neighbor to use the word Anaphylaxis, FDACS’ abuse of power, and more.
The Commission ONLY investigates Ethics IF there is proof of personal benefit. They should be called the Commission on Corruption for the sake of accuracy.
Definition- Ethics plural in form but singular or plural in construction : the discipline dealing with what is good and bad and with moral duty and obligation.
Add personal gain and you have corruption.
They are not a commission on ethics, by definition.
For example, FDACS destroyed evidence, the most important evidence, the bees that were illegally sprayed by Florida Pest Control’s tech and collected by FDACS’ head apiary inpector.
I have no proof of personal benefit, but why else would you destroy important evidence?
Case dismissed!
Don’t look, don’t find.
Another example, the pesticide inspector called the tech from Florida Pest Control 3 weeks after the initial affidavit to ask him if he was sure he used 50oz/gal, because the label says 0.8oz/gal. The tech then remembered that he used 0.8oz/gal, so the pesticide inspector created a new affidavit reflecting the 0.8oz/gal. I demanded they test everywhere the tech sprayed to verify the accuracy of his new affidavit. FDACS denied my request. 10 weeks after the application, FDACS finally got around to testing the soil at the site of the illegal misuse of Fipronil. The tests showed a 40,000 count of Fipronil and a smaller amount of an Imidacloprid. This high count is comparable to a chemical spill, which matches the 1st affidavit. FDACS did absolutely nothing with these findings.
This complaint was dismissed, because I don’t have evidence of personal benefit for the inspector. They did not even call the pesticide inspector to ask if she received personal benefit from coaching the tech into changing his affidavit. This means that a simple phone call could have verified personal benefit.
Don’t look, don’t find.
When I asked which other motives are possible besides personal benefit, Kerrie had no answer, besides that they do not investigate motives.
Third example is abuse of power. Four AG LEOs were ordered to accompany FDACS’ inspectors to my home after I told Kathy Mears (Assistant Commissioner, FDACS) she and FDACS were incompetent in their handling of the for cause bee kill investigation of Costa Honey Farm. FDACS is withholding this information about the orders, so I cannot provide the Ethics Commission with the evidence they need.
When it was time for FDACS’ inspectors to inspect my neighbor’s property, they did not send one AG LEO to accompany the inspectors. When I asked why no AG LEO was with them, Jason’s (AG LEO) reply was that they did not want to intimidate her. He gave me a look of cognitive dissonance when I asked him why they did not care about intimidating me and my fiancé. He had no answer, just the look of cognitive dissonance on his face, just like when I asked him if he was ok with participating in the abuse of power. His mobile phone recorded everything, because AG Law does not use bodycams.
The Commission on ethics is not interested in investigating a blatant conflict of interest, even though there is most definitely personal benefit.
When I asked Kerrie if my case (where I am against Rentokil) was in front of a local judge, and that judge was part of an organization where Rentokil has been a platinum sponsor for years, would that judge have to recuse himself from the case? She replied that she didn’t know, because it was not her jurisdiction. I told her that I believe she is not ignorant of the fact that the judge would most definitely have to recuse himself. If she really does not know about and understand conflict of interest, is she really qualified to be in her position?
My point is that FDACS’ AES department is acting like judge and jury in Costa Honey Farm’s case where they must discipline Rentokil and fine one of their companies (Florida Pest Control, an FDACS licensee) for an egregious/illegal misuse of a pesticide, so they must recuse themselves and have a non-partisan party take over the investigation………… If they are not a cartel.
According to ASPCRO.org, Kelly Friend, (FDACS’s AES (Pesticide inspectors) Director) was an At Large Board member (2019) and VP (2021).
Aspcro.com also shows Courtney Frazier, (FDACS’s AES Assistant Director) is the Secretary.
The last meeting was 8/25-8/29/25 in Portland Maine, where the website shows Courtney Frazier was speaking that Friday.

How is being part of an organization, whose annual meeting is heavily sponsored by pesticide companies, not a conflict of interest?
Why is there nobody like me speaking at their conferences about the dangerous effects of illegal/ egregious misuse of pesticides? Why is it ONLY pesticide manufacturers and applicators, the same ones the AES department must penalize and fine?
According to the website, it also appears as if Neil Richmond (FDACS AES Investigation Supervisor), Jerry Everton (FDACS AES Enforcement), and Patty Lucas (FDACS Lab supervisor) are part of the organization too.
The pesticide inspectors who worked my apiary said they could not take 1# of honey ($14 value ea), because it’s a gift. They were ok with both of them splitting a 2oz honey bear ($5 value)
So, how is a week at the Holiday Inn- By the Bay, being wined and dined and taken to activities by the companies that they must penalize and fine, not an enormous conflict of interest?
Who investigates this? Kerrie was absolutely useless in referring any of my concerns to anyone who might be able to help me. She claimed she did not know anyone. I told her I did not believe a woman of her authority has no idea who can help me.
Of course they do not want to really find out how bad FL Pest Control really broke the laws, along with the chance of one (or two) of their other sponsors being the one(s) that sprayed Diuron and an Imidacloprid.
Did you know that the complaints about the AES Department, sent to the OIG (Roddenberry), go to Kelly Friend?
Yes, the same Kelly Friend who has never responded to me. The same one I filed a complaint against?
The OIG has done nothing with my many complaints, except give them to the fox guarding the hen house, even though she is part of the emails and knows what’s going on.
Dan Sumner, FDACS AES inspector coached my neighbor (2x on sheriff bodycam) to use the word anaphylaxis to make me move my hives. The Ethics commission does not care, because I cannot prove personal benefit for the Inspector hired in 1979. YES, 1979. FreeApiariesFromOverspray.com has the video. Why would he do this if not for personal benefit? The Ethics Commission doesn’t care to investigate, even though a Marion County Sheriff’s bodycam shows the Sergeant calling Dan’s supervisor and tells the supervisor that if Dan worked under her, he would have been immediately sent home and probably terminated.
The Ethics Commission refused to do any investigations into any these serious issues, whatsoever. Not even phone interviews. They are by far the laziest and most willfully ignorant department I’ve dealt with. The ironic thing is that Kerrie has also been the most honest about how things really work. I really appreciate the honesty.

This is nothing at all like a Sheriff’s investigation. I have never seen a more sloppy reporting by a State of Florida department on an official document, especially by an attorney. Why are attorneys allowed to be sloppy or incompetent? Is this acceptable? What does that say about how this case has been handled?
The Ethics Commission is wildly inaccurate in claiming “The Complaint alleges Complainant’s commercial, registered beehives were sprayed by FDACS employees with pesticides and herbicides, leading to the death of his bees.” I never once claimed that FDACS sprayed my bees. This extremely sloppy reporting on an official document dismissing my complaint highlights the incompetence of this Commission. Kerrie agreed to send corrected copies of the 7 wildly inaccurate Dismissals that were signed by Jon M Philipson, Chair.
I asked how many ethics violations have the consequence of removal, arrest, or demotion. She said it’s been a very long time. She told me most violations end up with just an administrative fine. This means you just buy your way out of ethics violations. Just another dog and pony show.
This department is very compartmentalized. They do not seem to know anything out of their jurisdiction. Criminal organizations act in this manner. It seems like a protection arm of criminal cartel, since you can just pay them a fine for their protection. She was offended by my comparison of her department for acting like a cartel, but could not prove me wrong.
All board members are volunteers.
Kerrie told me that Statute 112.324(1)(a) (upon a written complaint executed on a form prescribed by the commission which is “based upon personal knowledge or information other than hearsay” and signed under oath or affirmation by any person) was just added last year.
I’ll add the politicians who voted for this as soon as I can find it. I appreciate any help in finding this information.

I spoke to Steven Zuilkowski (The Commission on Ethics’ General Council) on 12/8/25 for about an hour, discussing how I needed help with filing 13 complaints, because I don’t know legalese.
My main concern was that they ignored the 40pg email I sent, because wrongly THEY attached it to the last complaint, instead of using the email for 13 complaints. I wanted to know where we can find instructions to fill out complaints and if I had to send the same 40pg email with each of the 13 complaints. I wanted to do this before they reviewed them, so Steven told me Kerrie would contact me. She did not contact me until 2/6/26. After another call from my fiancé, Kerrie’s assistant called and we spoke to her. Kerrie called me the next morning.
Steven even told me about his Caridina Shrimp, but was unhelpful in making sure I had filed complaints properly. They are not there to guide us in any way other than what their very lengthy website shows.
If I am wrong in any way, please correct me. I will make corrections ASAP. I want to be as accurate as possible, so people know how the system really works.
